On Friday, October 9, 2026, Governor Kehoe signed an executive order allowing the use of dyed diesel for all motor vehicles operating for any purpose. This coincided with President Trump’s order.

On October 5, President Trump signed an Executive Order providing emergency tax relief on diesel fuel, temporarily allowing off-road “dyed” diesel for highway use and deferring the federal excise tax for the rest of the year — saving truckers over $100 per fill-up. The President then announced an agreement for Russia to supply millions of tons of diesel fuel to the American and global marketplace, on top of Europe’s release of 100 million barrels of refined diesel from its strategic reserves.

This action aligns state regulatory relief and enforcement discretion with President Trump’s Emergency Tax Relief on Diesel Fuel Executive Order to provide economic relief and maintain uniformity across all transportation sectors.
“Today’s action brings clarity to Missouri’s farmers and truckers who are working hard to deliver goods and keep our economy moving while facing higher diesel costs,” said Governor Kehoe. “Thanks to action at the federal level by President Trump, haulers in Missouri will now be able to utilize tax-free diesel fuel on any road in Missouri for any purpose. Lowering transportation costs across the entire supply chain means savings that trickle down to reduce everyday expenses for every Missouri family, business, and consumer.”
Dyed diesel is off-road fuel, marked red, used in agricultural operations and sold without a motor-fuels tax. Because of its tax status, Missouri law bars its use on public roadways. The executive order suspends state restrictions and associated statutory penalties for vehicles traveling on Missouri-operated highways, and prohibits any state agency, department, or law enforcement officer from assessing administrative, civil, or criminal penalties against any owner or operator operating within the scope of this exemption.
The Executive Order 26-19’s temporary increase in agricultural allowable weight limitations has also been extended through this executive order.
Executive Order 26-20 is effective immediately and will expire December 31, 2026.
