Alton City Council Met Monday To Discuss Parks And Water

Alton, Mo. – On Monday, September 14, 2026, the Alton City Council met for its monthly meeting. The main topics discussed were the fall clean-up, park issues, and water issues. Just under 30 people were present.

Fall Clean-Up

Fall clean-up days were approved for October 5-9.

Parks

Jerry spoke about transparency regarding the park department’s funds. The park department does plan on moving playground equipment down the hill along the walking trail.  They plan to use grass seed for the playground, although other ideas, such as pea gravel and used tires, were discussed. They also need to reconcile the park playground equipment that is not on the city’s property. The park department has been removing dead trees and resurfacing the tennis court.

They wondered when the chamber would get back with them about renting the pocket park. First, the chamber needs to reinstate its 501(c)(3) status. The chamber would like a ten-year lease. This allows them to invest in the park.

They will need to purchase a new pool pump for next year.

Water

A customer complained about being double-billed for her duplex. She only has one meter and, obviously, does not want to be charged twice. The city remarked that they had purchased used meters a few years ago. However, they are not all accounted for. As they appear, the city charges them. This means that if there is a water break or something similar, the city identifies the extra meter and charges them for it. There is no grandfathering in. Her complaint was that this had been happening for some time. Why double her rate now? Admittedly, she pays the minimum amount. Now she pays it twice. And she is billed double on the same bill. Why not have two meters and two bills? The city was going to discuss this and try to come to a solution.

Other News

Trash prices are set to increase by less than a dollar due to a different provider. The sewer department had two items quit working. However, both are under warranty and should be repaired this week. The water department vehicles need new tires. It was voted on and approved to purchase new ones.
