Missouri Attorney General Catherine Hanaway’s office is promoting a statewide broadcast campaign in support of Amendment 3. The November ballot measure seeks to reinstate abortion restrictions and clinic safety regulations.
The television and radio messages will air on more than 350 stations through Sept. 30. They were developed with assistance from a pro-life medical group. [1]
Funding for the ads comes from the attorney general’s Merchandising Practices Revolving Fund. State law allows this fund to be used for consumer education.

The campaign focuses on consumer health information regarding medical facility standards. Dr. Katy Liu, a Missouri family medicine doctor, speaks in the video.
“For years, our laws protected women by requiring clinics to obtain licenses, pass basic health inspections, and have emergency protocols,” Liu says. “But Planned Parenthood sued, trying to block safety requirements that protect women. Today, abortion clinics in Missouri are not required to meet the same basic medical standards as other healthcare facilities.”
Abortion Right?
Amendment 3 would repeal a 2024 constitutional change that established abortion rights in the state. It would ban abortions except in cases of medical emergency or during the first 12 weeks for pregnancies resulting from rape or incest.
Transitions
The measure would also constitutionally prohibit gender-transition procedures on minors.
Susan Klein, executive director of Missouri Right to Life, says the amendment is necessary. “[Amendment 3] will restore protection for women, children and babies with regard to abortion. Parental rights will be restored. Health and Safety for women will be restored.”
The new ads follow a June ruling by Jackson County Circuit Judge Jerri Zhang. That ruling struck down dozens of pro-life laws as unconstitutional under the 2024 amendment. Hanaway is currently appealing the decision.

Missouri previously enforced strict abortion bans before voters narrowly approved the 2024 amendment with roughly 52% support.
Financial support for the upcoming November vote is divided. The PAC opposing Amendment 3, Stop the Ban, has raised more than $6.5 million. This total includes a $1.25 million donation from former New York City Mayor Michael Bloomberg.
The primary PAC backing the amendment, Her Health, Her Future, has raised over $1 million. The group is supported by Gov. Mike Kehoe and First Lady Claudia Kehoe.
