WASHINGTON, D.C. — A new conservative political action committee is targeting 19 House Republicans for primary challenges ahead of the 2026 midterm elections. The Homeland PAC announced it will oppose lawmakers who supported a bipartisan immigration proposal that critics say undercuts current federal enforcement efforts.
The targeted Republicans are co-sponsors of the DIGNIDAD Act [1], a bill that includes funding for border technology but also creates legal status for undocumented immigrants.
The PAC Position
PAC leadership argues the legislation would effectively pull the teeth from President Trump’s immigration enforcement strategy by providing a way for those who broke current laws to remain in the country [2].

Among those on the hit list are Reps. MarÃa Elvira Salazar (R-Fla.), Lloyd Smucker (R-Pa.), Marlin Stutzman (R-Ind.), and Jim Baird (R-Ind.). Homeland PAC Founder Ryan Girdusky explained the group’s election strategy, stating, “We’re not here to burn the party down. It’s to challenge pro-amnesty Republicans in safe Republican seats and to defend Republicans in challenging seats or in swing districts that need support [4].”
The PAC claims that by supporting legal status, these lawmakers are undercutting existing immigration laws that prioritize the removal of individuals who entered the country illegally [5].
Supporters of the PAC state that current immigration policy is designed to enforce existing laws. They argue that because it is illegal for undocumented individuals to vote, there should be no concern regarding the targeting of legal Hispanic or Latin citizens who follow the law [6].
The Illegal Alien Defense
Rep. Salazar has defended the bipartisan coalition, which includes 20 Democrats. She expressed concern over the PAC’s efforts and the message it sends to voters, noting, “There is a very important coalition of Hispanics, the largest and fastest growing minority in the country. These people feel targeted, and they feel that they are not welcome in the Republican Party and that concerns me.” [7]

However, the Homeland PAC maintains that safe Republican seats should be held by members who align with the current deportation policies and the strict enforcement of current immigration statutes [9].
