A Jackson County judge recently struck down most of Missouri’s abortion safety regulations. This decision allows chemical abortions to immediately resume in the state following the passage of the 2024 abortion amendment. [1]
Judge Jerri Zhang issued her final ruling on Friday, June 19, declaring the previous safety laws unconstitutional. The overturned regulations include 72-hour reflection periods, in-person visit requirements to receive abortion drugs, and mandates that doctors maintain nearby hospital privileges.

Planned Parenthood
Planned Parenthood facilities in St. Louis and Kansas City began dispensing abortion medications on Monday. The State Attorney General’s office stated it plans to appeal the judge’s ruling.
Pro-Life Centers
Pro-life organizations immediately criticized the removal of these medical regulations. “This court ruling has literally declared it unconstitutional to enforce laws that protect women and their babies from shoddy and dangerous abortion practices,” said Troy Newman, President of Operation Rescue.
In her decision, Judge Zhang determined that abortion providers are adequately self-regulated. The ruling noted that clinics have significant training and safeguards in place to manage medical scenarios.

Opponents point to past documentation of 77 abortion-related medical emergencies requiring ambulance transport at the St. Louis clinic prior to the state’s previous bans. “Allowing abortionists to self-regulate is like letting the fox guard the henhouse,” Newman said.
Missouri voters will have an opportunity to address the issue directly this fall. A new initiative, also titled Amendment 3, will appear on the November 5 ballot. If passed, it would repeal the 2024 amendment and enact new protections.
